Andriy Sadovyi rewrites the rules of petitions: scandalous changes are being prepared in Lviv

The Lviv City Council is preparing amendments to the regulation on electronic petitions that could significantly affect the mechanism of public participation. The relevant draft resolution has already been prepared and submitted for consideration by the deputies.

This was reported by Andriy Petryshyn, noting that the NGO Audit Lviv received an explanatory note to the document signed by Marta Rudnytska, director of the Council Secretariat Department.

The key change is the proposal to allow people from the age of 14 to initiate and maintain electronic petitions.

Petryshyn argues that such a rule contradicts Ukrainian law, in particular the Civil Code, which defines full civil capacity at the age of 18.

He also recalls that the city council had previously restricted the possibility of filing petitions for the early termination of Andriy Sadovyi’s powers, and these actions were challenged in courts, including the Supreme Court.

According to him, the new amendments may be an attempt to change the rules of the game on the eve of the execution of the court decision to register a petition for the mayor’s resignation.

The NGO Audit Lviv has already appealed to the deputies with a warning about possible legal violations.
