Vyacheslav Yutkin, the “favorite” of Sadovyi mayor, is on the NSDC sanctions list

On December 23, the President of Ukraine signed the Decree “On the Application and Amendments to Personal Special Economic and Other Restrictive Measures (Sanctions)”. A total of 43 people were included in the list, including prominent businessman, banker and hotelier Vyacheslav Mikhailovich Yutkin.

Yutkin, a successful Kyiv-based entrepreneur, graduated from the V. I. V. Kuznetsov Institute. Ю. Andropov KGB and worked in Soviet intelligence from 1979 to 1991, and later served in the Security Service of Ukraine. Having held honorable positions in the banking sector, he headed Bank NRB (2001-2007) and was Chairman of the Board of Sberbank (2008). Yutkin also held senior positions at Prominvestbank (2009-2016) and owns numerous investment companies and hotels.

As Yutkin said in an interview, he was offered the business by Moscow, in particular by Alexander Lebedev, who worked for the Foreign Intelligence Service from 1984 to 1992. According to Yutkin, his experience in the intelligence services helps him in business because “the intelligence institute gave the best education, knowledge of languages, understanding of analytics, and feeling of people, and without this experience it is difficult to work in business.”

According to the YouControl service, Yutkin is listed as a beneficiary in 22 companies, a founder in 14, and a director in 5 more. Today, in addition to the BANK Hotel in Lviv, he owns Park Hotel Kyiv, Congress Hotel Pushcha in Pushcha-Vodytsia, Dacha Hotel Hlibivka in Hlibivka, Vyshgorod district of Kyiv region, a hotel in the Carpathians and Alushta, as well as a number of investment companies in Kyiv and Kharkiv.

How is Lviv Mayor Andriy Sadovyi related to a businessman under sanctions?

In his numerous interviews, Yutkin said that he is friends with Lviv Mayor Andriy Sadovyi, who has been involved in several corruption scandals since the beginning of this year.

It is therefore no coincidence that during the 2020 mayoral elections, Andriy Sadovyi’s headquarters worked in this VIP hotel. This fact was not hidden at all, and Sadovyi himself is known for going to this hotel for lunch during his legal break.

As MP Mykola Kniazhytskyi wrote, the five-star BANKHOTEL, where Andriy Sadovyi opened his headquarters, continued to be financially controlled by the Russian government through its obligations to VTB Ukraine, which were transferred to VTB Bank of Russia. Also, according to the MP, in 2016, the executive committee of the Lviv City Council issued urban planning conditions for the construction of this hotel.

Another interesting fact is that the elite BANK Hotel is still very popular with Lviv authorities. Despite the difficult situation in the country, this hotel, in particular, hosts many official events and forums. On December 1, Lviv hosted a forum on the development and support of family forms of education called “Child, Dream, Family,” co-organized by the Lviv City Council.

What sanctions will be imposed on Yutkin?

The document states that 71-year-old Vyacheslav Yutkin will be subject to, among other things, a complete suspension of trade operations, prevention of capital outflows from Ukraine, suspension of economic and financial obligations, a ban on participation in privatization and lease of state property, and a ban on land acquisition.

Vyacheslav Yutkin has not yet commented on his inclusion in the NSDC sanctions list.
