This year, Lviv authorities have already spent almost half a billion hryvnias on nondefense-related needs. There is a heated debate in Ukraine about local government spending. President Zelensky calls for funds to be allocated to defense first, and activists organize mass protests in the streets, demanding that spending on less important needs be stopped.
LVIV.MEDIA analyzed public procurement carried out by the Lviv city authorities in 2023 and found more than a hundred tenders that did not relate to defense needs. During this period, the city has already spent more than UAH 450 million on road repairs, flowerbeds and lawns, and fountain maintenance. We can only accept this and invite you to evaluate the reasonableness of these costs.
Party repair from Sadovyi for all the money
This year, at least 130 tenders were published on the public procurement portal prozorro, where the customers were utility companies and structural units of the Lviv City Council. Total expenses amounted to UAH 468 million 271 thousand. The largest amount of these funds was allocated for capital or current repairs of roads, yards and sidewalks, totaling about UAH 430 million.
The largest tender, worth more than UAH 92 million, was for the already completed repair of Bandera Street. The customer hoped to resolve the issue of payment for the work performed after the project was completed, but due to the scandal surrounding this procurement, the city authorities decided to postpone payment “until we win.”
The two largest tenders in terms of expenditures were held in a similar manner: for the reconstruction of Pylyp Orlyk Street (over UAH 33 million) and for the overhaul of Pekarska Street (over UAH 23 million). Both of these streets have already been opened to traffic, but the city authorities continue to pay for their repairs.
In the same year, each district administration in Lviv allocated between 10 and 15 million hryvnias for road repairs.

Millions for beauty and landscaping
The city will spend at least UAH 28.6 million from the budget to buy flowers, trees, mow lawns, maintain fountains, etc.
For example, they are ready to spend almost UAH 1.2 million and another 700 thousand to plant flowers in the Halych district. UAH for the care of trees growing in hard-to-reach places.
UAH 645 thousand will be paid for the maintenance of the fountain on Dvortseva Square. UAH, and the city will spend 395 thousand UAH on dismantling the advertising structures. UAH. And almost 600 thousand more. will be spent on painting and glazing of public amenities in the Shevchenkivskyi district.
The city will pay 768.5 thousand hryvnias for the installation of the columns in the Halytskyi district. UAH.

“Critical” needs of the city authorities
This year, Lviv City Council departments and institutions spent almost UAH 5.5 million on services for their own work.
Lviv residents will pay 407.5 thousand hryvnias to enable employees of the City Council Development Department to travel by car on business trips. UAH. The Lychakiv district administration paid almost 460 thousand for the services of drivers. UAH. Instead, the Shevchenkivskyi District Administration rented a car without a driver for almost 69 thousand hryvnias. UAH.
Meanwhile, the Lviv Youth Center has twice ordered cleaning services totaling almost 652 thousand hryvnias. UAH.
The city council did not forget to cover the activities of the deputies. The tender for 75.7 thousand. UAH was won by Variants Lviv LLC.

Conclusions.
What are the conclusions? Even for a non-expert in city management, it is clear that these costs could have been avoided if the Lviv city government, led by Sadovyi, had focused financial resources primarily on the needs of funding the Armed Forces and basic important public tasks, and had introduced greater transparency and reasonableness into the decision-making process for allocating funds. Why do you need to move pavement several times during a full-scale war and with the heating season coming up?
