On April 12, 2025, the Lviv City Council announced the completion of the Inspiring Educators program, under which more than 1,100 educators from secondary schools, art schools, and out-of-school institutions will receive a monthly bonus of UAH 15,000 for a year. However, according to the information and social project “Lviv Audit,” this initiative has caused a significant response among the teaching community.
Andriy Petryshyn, a project representative, notes that the program is run by the Department of Education of the Lviv City Council, headed by Andriy Zakalyuk. At the same time, teachers emphasize that the selection process was far from transparent. According to the teachers, the results of the competitions were not based on professional or objective criteria, and the winners were probably appointed on personal instructions.
This, according to the teachers, caused division in the professional environment, conflicts, and a sense of injustice. In response, the teachers formed an initiative group and turned to civil society experts to have the department’s actions reviewed and to identify possible violations of the law.
The teachers urge their colleagues not to stand aside, to provide evidence of possible abuses and to support publicity. “Audit Lviv, in turn, is preparing legal analysis for further steps.
