Environmental scandal in Lviv: Doubtful tenders, unfulfilled works and embezzlement of budget funds at Piski Ozera

According to an official statement from the press service of the Lviv mayor, Halyna Mykytchak took over the city’s environmental department after Oleksandra Sladkova was suspended due to a criminal case.

On March 22, 2023, Mykytchak was appointed acting head of the Department of Ecology and Natural Resources within the Department of Urban Development of the Lviv City Council. This was written by journalist Yaroslav Levkiv on leopolis.news.

Her new position has a rather long title: Acting Head of the Department of Ecology and Natural Resources, Deputy Head of the Department – Head of the Environmental Protection Division of the Department of Ecology and Natural Resources of the Department of Natural Resources, Construction and Community Development of the Lviv City Council.

It remains to be seen whether Ms. Mykytchak will be able to pronounce her new title without a stutter.

On April 6, 2023, the Gal-info information and analytical agency reported that a large group of Lviv officials and deputies was urgently deployed to the area of the local environmental disaster, the Sand Lakes.

Below the text, you can read the responses of Lviv residents who do not understand why they pay Andriy Sadovyi and his subordinates their salaries.

First. After the tender for UAH 1,200,000 had been completed and the funds paid, the Department of Ecology undertook to “finalize the terms of reference for the removal of sludge,” which indicates the negligence of the Department’s officials.

Second. The Authority assured that it “expects commercial offers from contractors that can provide quality sludge removal services. Based on the results of the commercial offers received, the estimated cost of services will be formed and a tender for the selection of a sludge removal service provider will be announced in the Prozorro electronic public procurement system.”

Really? You found a contractor, Lyubomyr Sikora, a private entrepreneur, signed a contract with him for one million two hundred thousand hryvnias to clean the lakes, and then started looking for a new contractor to clean up the swamp scattered on the lake shore behind Sikora?

Third. The department assured that “the removal is planned for the second half of May and summer, because the sludge needs to dry out, because in a too wet state it is impossible to load it and transport it to the sludge fields.” Do they consider everyone in this department to be a failure? The sludge was left on the grass around the lake in the open air, without any cover, and it is believed that it will dry out.

The video shows that it is raining, the silt has turned into a swamp, but despite Halyna Mykytchak’s information manipulation, it is still being loaded onto dump trucks. You can also see that the new contractor is scraping out the silt from the bottom of the lake, which the contractor Lyubomyr Sikora was unable or unwilling to remove for one million and two hundred thousand hryvnias.

Mykytchak admitted that after Sikora, silt removal services are provided by Semar Podillia LLC from faraway Vinnytsia. The official did not explain why the silt was not removed by Sikora’s contractor. After the silt is removed, Mykytchak plans to spend some more budget funds to restore the destroyed lake shores that were destroyed by the contractor Sikora. The official realizes that there is not enough money in the budget to do all the work efficiently, because Ukraine is going through a difficult period. And when they started squandering the budget in December 2022 to simulate lake cleaning, was the period favorable?

The video also shows that reeds are growing lushly on the lake shore opposite the excavator. If contractor Sikora and official Sladkova cleaned the lake using the paper report method, what did they expect by holding a sham tender? Oleksandra Sladkova checked to see if the contractor Sikora had at least one truck to remove the lake silt.

The video on Piski Ozera was made by an unprofessional interviewer, probably an employee of the executive committee, because her voice was not heard during the questions, and she decided to record the interview against the background of loudly working machinery. We don’t hear Mykytchak’s answer to the question of why any option would be bad. But the official assured us that spreading marshy silt along the shores of the lake could not be considered an inefficient use of funds and resources.

Anatoliy Gavenko, a representative of Semar Podillya LLC, said that the difficulty in completing the outstanding work under the contractor Sikora is that even “an excavator with a long boom has trouble reaching the soil and mud” that are chaotically piled up on the lake shore.

It is also unclear how Andriy Sadovyi paid Vinnytsia residents for the work he had done. Semar Podillya began finalizing the service under the contractor Sikora in the second half of July. On May 16 of the same year, 2023, the city executive committee announced a tender for the removal of silt from the Sand Lakes Park. The expected value of this tender was exactly one million hryvnias. Citizen Sikora undertook to clean up seven lakes for 1,200,000 hryvnias, and citizen Gavenko paid a million for removing the extracted marsh silt from the lake shore. And the most interesting thing is that the tender was canceled. Then it is unclear how Semar Podillya was paid for the services rendered. Is it really from the mayor’s private pocket? Doubts are very strong.

What is most surprising is how Oleksandra Sladkova, an official, was able to calculate how many hryvnias are needed for landscaping, maintenance of green spaces, parks, forest parks, lawns, bushes and flowers. She calculated that in 2021, Andriy Sadovyi’s executive committee needed 9 million, 45 thousand, 800 hryvnias and 75 kopecks for this fun. Incredible math skills, down to the penny.

At the same time, the logic of the current defendant, Oleksandra Sladkova, is incomprehensible. She had been preparing for three years to clean up the lakes and chose Lubomyr Sikora, a sole proprietor whose main activity was wholesale food, including fish, crustaceans, and shellfish. Sikora could also lease trucks, construction vehicles, and equipment if it had them. The KVED of this sole proprietor does not mention the skills of cleaning lakes.

It is surprising that in the three years of preparations for cleaning the lakes, Oleksandra Sladkova did not bother to study all the existing methods of doing such work in a civilized way – without a destructive excavator and destroyingaround the lake landscape.

Lviv environmental activists argue that the method of activity of officials from the executive committee of Andriy Sadovyi, who is in charge of everything in Lviv, is blatant and barbaric. The greatest barbarism is the destruction of coastal vegetation, which plays an important role for the reservoir and the coastal environment.

Andriy Sadovyi has repeatedly emphasized that he is personally responsible for everything that happens in the city. To ensure that the mayor’s words do not contradict his deeds, he needs to come to the Halytskyi District Court, sit next to the suspect Oleksandra Sladkova and answer the prosecution’s questions under Articles 191 and 366 of the Criminal Code of Ukraine (failure to fulfill the tender for landscaping by UAH 758,534 and forgery of official documents).
