Sadovyi’s deputies receive exorbitant bonuses: NACP calls to check the work of deputy mayors of Lviv

Deputies of the Lviv City Council asked the NACP to investigate how Lviv Mayor Andriy Sadovyi spends budget funds. The official is suspected of giving unjustified bonuses to his deputies. Meanwhile, no one has heard or seen the reports of the deputies, so it is unclear what achievements they are rewarded for.

The Vgolos news agency published the remarks of Lviv city council members to Mayor Sadovyi.

Currently, there are three Lviv residents who have questions about the mayor’s activities: Yuriy Lomaha and Oleksiy Riznyk (both from the European Solidarity party) and Natalia Shelestak (Varta movement).

Yuriy Lomaha drew attention to the fact that Andriy Sadovyi seems to have violated the City Council’s Rules of Procedure. According to the document, deputies can discuss the issue of bonuses for city council employees at least once a quarter. At the same time, employees – including deputy mayors – must report on their activities. Meanwhile, there has never been any reporting, but premiums have been steadily issued for several years in a row.

The deputy emphasized that before receiving money, Sadovyi’s deputies should receive an appropriate assessment of whether they worked efficiently. There are no reports, but bonuses are paid once or even twice a month.

The agency claims that, according to the documents, the funds were disbursed by a direct order issued by Andriy Sadovyi himself. The article in Vgolos states that this is an unjustified spending of tens of millions of hryvnias of public funds.

Natalia Shelestak listed the payments that deputy mayors receive:

  • bonuses in the amount of a 200 percent increase in salary;
  • financial assistance;
  • assistance for health improvement;
  • assistance to improve social and living conditions.

Oleksiy Riznyk told Vgolos journalists that the appeal against the mayor’s activities was filed in May of 2013. The text was read publicly on May 25 during a meeting of the Lviv City Council. The appeal suggests that the NACP and law enforcement agencies pay attention to what the mayor is doing in Lviv.

The agency’s journalists assure us that they will be following the events in the Lviv region: they believe that it is time to understand the details of Sadovyi’s 17-year work. They will act as follows: prepare relevant information requests to a number of law enforcement agencies, including the Prosecutor General’s Office and the State Bureau of Investigation. In addition, they hope to receive a response from the President of Ukraine and the Verkhovna Rada, and will send an appeal to these institutions as well.
