
Court and Prosecutor’s Office against Lviv City Council officials: case of embezzlement of UAH 1.7 million
August 31, 2025On November 5, the Halytskyi District Court of Lviv will begin consideration of the high-profile case of Halyna Hladiak, accused of embezzling over UAH 1.7 million of budget funds during the repair of houses after a missile strike.
The NGO Audit Lviv informs that on November 5 at 14:00 in the Halytskyi District Court of Lviv, at 2 Cholovskoho St., presiding judge Krotova O.B. will consider criminal proceedings №12025140000001093 of 25.09.2025 on the accusation of Halyna Hladiak of committing a criminal offense under Part 1 of Article 364 of the Criminal Code of Ukraine.
According to the investigation, the director of a utility company unreasonably overestimated the cost of materials used during emergency repair work to repair buildings destroyed by Russian missiles on Stryiska Street in Lviv. Officials of two district administrations approved the fake documentation, which allowed the contractor to transfer budget funds at inflated prices. The contractor artificially inflated the cost of window blocks and other building materials when repairing roofs, load-bearing walls and installing new windows. As a result of such actions, the individuals illegally seized funds from the local budget totaling more than UAH 1.7 million.
As part of the case, law enforcement officers served suspicion notices on officials of the Lviv City Council: Oleh Polishchuk, head of the Rembud utility company, Olha Strumeliak, deputy head of the Frankivsk District Administration, and Halyna Hladiak, head of the Halych District Administration, whose case has already been submitted to the court.
In order to ensure transparency of the trial, the NGO “Audit Lviv” appealed to the regional prosecutor’s office with a demand to broadcast online court hearings during the consideration of case No. 461/8041/25 on the charges of Halyna Hladiak. The activists demanded that all court hearings be broadcasted by technical means on the YouTube channel “Judiciary of Ukraine” and on the portal “Judiciary of Ukraine”.
Today, the court will consider not only the case itself, but also a motion to broadcast the entire trial online.
In order for those who have been robbing the budget for years to receive real sentences, it is necessary to make trials as public as possible. This will allow everyone to see the course of the trial and ensure real public control.
Citizens are urged to be socially active and disseminate information about the case to ensure transparency of justice.
