August 31, 2025The State Audit Service of Ukraine has recorded serious violations in the budget management of Lviv City Council. According to the State Audit Report No. 002000-25/01 of January 21, 2025, between January 1, 2021 and June 30, 2024, the executive committee of the Lviv City Council, headed by Mayor Andriy Sadovyi, made changes to the community budget totaling more than UAH 102 million without proper compliance with the law.
The audit was initiated by the People’s Anti-Corruption Bureau, a civic organization. According to its head, Andriy Petryshyn, the corresponding appeal to the State Audit Service was filed in October 2023 due to numerous signals of abuse within the Lviv city government.
The audit findings state that the executive committee of the city council received delegated powers that, according to the law, belong exclusively to the city council. This allowed them to change the distribution of budget funds in wartime without proper transparency and approval.
“Law enforcement agencies must establish where these funds were directed and who is responsible for this,” the People’s Anti-Corruption Bureau said.
Activists promise to keep the situation under control and call on the public to spread the word:
“Publicity is the only effective tool against corruption.”
The organization provided the community of Lviv with an officially certified copy of the audit report to prevent concealment of violations and ensure punishment of those responsible.
Context: This is not the first appeal regarding the non-transparent activities of the Lviv city authorities. Similar accusations have been made in recent years, but this is the first time we have documented evidence of financial abuse.
