A new political scandal is brewing in Lviv. One of Mayor Andriy Sadovyi’s closest associates, Deputy Liubomyr Zubach, has found himself in the spotlight of journalists and the public. It’s all about a suspicious tender for 65 million hryvnias and his close ties to the winner of the tender. This is the subject of an investigation by Lviv.Media.
What happened
Rembud, a municipal enterprise, has won a tender for the repair and reconstruction of utility networks in Lviv. The total value of the contract is over UAH 65 million. It would seem to be an ordinary business matter. But journalists dug up some interesting facts: the director of Rembud, Oleh Polishchuk, is the godfather of Lubomyr Zubach’s son.
Such family ties caused a wave of public outrage, as officials assured that the competition was conducted transparently.
“This is a completely open procedure, the winner was selected by an electronic system. I have nothing to do with the formation of the tender conditions,” Zubach said in a commentary to journalists.
However, activists point out that even if everything is formally legal, the conflict of interest is obvious.
Not for the first time in the crosshairs
Oleh Polishchuk is not a new figure in Lviv’s housing sector. Prior to Rembud, he worked for a company that received contracts for repairs under city programs. And Zubach, who oversees urban planning, has repeatedly participated in the approval of projects involving Polishchuk’s acquaintances.
Civic activists emphasize that such stories undermine trust in the government, especially at a time when the city budget is bursting at the seams and every hryvnia counts.
What the mayor’s office says
The Lviv City Council has not yet made any official statements. The press service of the mayor’s office avoids direct comments on the possible conflict of interest, instead emphasizing that all tenders are held through the Prozorro system.
Lawyers explain that formally, the godfather is not a direct relative, so the law on preventing corruption has not been violated. But public morality and ethics are a separate issue.
