Bomb shelters in Lviv – how Mayor Sadovyi closes shelters

According to the ProZorro system, since the beginning of this year, Lviv City Council structural units have procured transportation services for business trips within Lviv, the territory of Ukraine and abroad (Road transportation services for business trips), which are classified by the state classifier DK 021:2015: 60120000-5 Taxi services) for a total amount of UAH 5,744,194.62, namely:

4. https://prozorro.gov.ua/tender/UA-2023-03-08-005477-a – Office of Architecture and Urbanism of the Department of Urban Planning of the Lviv City Council – UAH 3,200.
5. https://prozorro.gov.ua/tender/UA-2023-03-03-002035-a – Lviv City Council Development Department – UAH 407,534.30.
6. https://prozorro.gov.ua/tender/UA-2023-02-24-006658-a – Department of Culture of the Development Department of Lviv City Council – UAH 69,000.00.
7. https://prozorro.gov.ua/tender/UA-2023-02-17-007702-a – Youth Policy Department of the Development Department of Lviv City Council – UAH 20,000.00.

The winner in all the above procurements was Ratusha-Service.
It is worth noting that the State Audit Service of Ukraine has also become interested in such procurement. Thus, according to the latter’s order No. 19-з of 05.06.2023, in connection with the detection by the state financial control body of signs of violation(s) of the legislation in the field of public procurement in the information published in the electronic procurement system, it was decided to start monitoring the procurement procedure – https://prozorro.gov.ua/tender/UA-2023-02-17-002165-a (the customer is the Executive Committee of the Lviv City Council in the amount of UAH 3,336,256.13). As of now, the procuring entity has been requested to provide explanations, information and documents on the above procurement. No response has been received so far.
Interestingly, taxi expenses for officials are not provided for in the budgets of any of the 73 communities in Lviv Oblast, nor in the budgets of the Lviv Oblast Council and the Lviv Oblast Military Administration.
