May 30, 2023Almost every Lviv resident (and not only) knows who is nicknamed “Destiny” in Lviv.
And yes, this is Lviv Mayor Andriy Sadovyi – nothing happens in the city without his participation or approval. And if you want to start a business, you have to give the mayor a share, which can be 10, 20, or even 40% of the profit.
So did Sadovyi have a stake in the Dobrobut market all these years of his mayoralty, and when he smelled something fried, he decided to appeal to the Prosecutor General’s Office over the alleged theft of municipal property on the site of the former Dobrobut market.
But why Sadovyi recalled the almost 20-year history of litigation now is not entirely clear. It seems that as long as Andriy Ivanovych was in business with the owner of the Dobrobut market, Valeriy Kholodilo, the land plot in the heart of Lviv was not of interest to city hall officials.
“A company registered in Moscow, Galinvest, owned by Kholodilo, a former Komsomol activist, deceived the city and regional authorities at the beginning of Independence and transferred land and property to himself. We are talking about the area where the Dobrobut market was located, a lot of real estate – UAH 500 million in current prices. At the beginning of the war, “black” registrars began to re-register all this,” says Andriy Sadovyi.
The logical question is that the Russian-Ukrainian war has been going on since 2014, the mayor’s office turned a blind eye to the fact that the company was from Moscow, and now that many questions have arisen from the public around Dobrobut, Sadovyi decides to wash his hands of the responsibility.
The worst thing about this situation is how many other companies registered in Russia are operating in Lviv. Apparently, they pay their “share” on time if they are not talked about in the Lviv City Hall…

It should be noted that the case of the 0.66-hectare plot on Osmomysl Square behind the opera house has been going on since the early 1990s. At that time, the city council, together with a Ukrainian-Austrian company, founded Galinvest LLC and planned to build a 5-story hotel there.
Due to the crisis, construction stopped at the foundation level, and a temporary Dobrobut market was set up in its place. It is not known from any documents what exactly the company was doing in the mid-1990s. Instead, it is known that the company has managed to accumulate millions of dollars in debts to several entities over the years, which resulted in the declaration of bankruptcy proceedings in 1999 and then, in 2002, in the initiation of rehabilitation (rehabilitation of the company).
Later, Galinvest closed Dobrobut market and allowed Eurotrek to build an Arsen supermarket in its place, which opened in April 23.
According to the YouControl analytical system, the Ukrainian-Austrian Joint Venture Galinvest LLC is owned by the Austrian company Ost-Invest und Bauproektmanagement G.M.B.G., whose ultimate beneficiary is Valeriy Kholodilo from Lviv.
